When Disruption Means Destruction:
Marshall Barnes is the "BOFFIN"
Marshall has had an on again off again romance with war since he was a child. Drawn by the action and glorification of ancient and medieval conflict, as it was often romanticized in his youth - but horrified and repulsed by the brutality and gore when confronted by full color reporting from Viet Nam, he nonetheless loved reading about both the strategy and technology used from Alexander the Great to the battles of WWII. This would all lead to his becoming a bonafide "boffin", the British term for a weapons scientist. The "Q" character in the James Bond films is the classic boffin.
In the wake of 9/11, Marshall started his own operations remotely in Afghanistan using technology and methods he had improved on that originated within the DIA that must remain classified. Due to his research, he contributed to several major battles that destroyed over 900 enemy combatants. He took already established techniques and tech and greatly increased their capacity and effectiveness for warfighters on the battlefields.
In 1982, Marshall attempted a relationship with Battelle Memorial Institute, for the purpose of introducing a new concept in anti-submarine warfare to be deployed against Soviet submarines harassing fijords in Finland, but although Battelle found the idea interesting, at the time they had no military research relationship with the Pentagon. In 1983, attorney James Maxwell Jr. attempted to recruit Marshall to "McGuiver" proof a classified weapons system that his client, Arm Tec International, Inc. was developing. Marshall tuned him down because it wasn't directly work for DoD.

When the invasion of Iraq took place in 2003 Marshall was involved in running a psy-op and eventually a mission to capture a high value target in the middle of the bombing of Baghdad, coordinating his activities through a reporter for CNN at the Al Rasheed hotel he was able to arrange for the target to surrender there to the Army or reporter, if need be. That was as far as it went for Marshall's involvement.
Marshall's last work in Afghanistan was in the Tora Bora region and highly classified above Top Secret. It involved
equipment he created and can never be revealed to exist. To do so would violate US Code 35 Chapter 17 SEg. 181.
Marshall's US Army Intelligence handler and himself were split up and involved in both Iraq and Afghanistan separately, with Marshall working on several high profile targets 2 of which were marked with extreme prejudice.
In an attempt to assure the capture of
an extremely high value target, Marshall even met with the chief of staff of a member of the Senate Select Intelligence Committee to be sure this target was on watch lists and did not escape in what was sure to be the chaos following the invasion of Baghdad, for fear that he would have the means to launch effective counter strikes against the US.
Marshall has created a technological ground force option that could be hired by those engaged in fighting ISIS which would greatly reduce the threat potential to their forces, maximize the termination ratio per encounter against ISIS and own the battle space in which those forces operate. No one else has this capability.

In July of 2016, after participating in an online survey, Marshall received a letter from activist attorney and head of the American Center for Law and Justice, Jay Sekulow (before working for President Trump). Sekulow was soliciting funds to stop ISIL (AKA ISIS) who were slaughtering Christians in Iraq and Syria, along with others. Marshall, who knew well how combat forces can be funded through properly channeled private donations, as Lt. Col. Oliver North did in the 1980s, sent Sekulow the following reply:

Dear Mr. Sekulow:
Consider this: The only way to save Christian lives in the Middle East is to destroy ISIL. The Obama administration has no real will to do so at the risk of American lives and frankly, I question his will to destroy ISIL. With a 100% volunteer force in support of advanced technological solutions that I have developed, ISIL could be wiped off the face of the Earth (or at least the Middle East) in a year. My initial estimate for the cost is $1M. That shouldn’t be too tough to raise among those who want to end the threat of ISIL, especially from among Christians on the political right. I’m not a Christian (I’m agnostic) but I hate ISIL and everything that they do and stand for, and I am ashamed to be an American with a president who has a policy toward them other than hunting them down to the last man and planting them in the ground with lots of lead and explosions.

To provide a context for my above suggestion, I am an advanced concept, research and development engineer with a partial background in original design, weapons systems. I wrote a paper, published in March 2008 in Scientific American’s blogging community, on advanced weapons of the near future. It was copied on a number of other web sites but within a year, all of the copies (and even some of the sites) were taken down and no search engine provided any results to show that it had ever existed. The fact that the paper was subtitled, “Or Why I Should Run DARPA for the Next Administration”, in my mind, implicates DARPA as the culprit, especially since a source from the CIA blatantly denied that they would ever do something like that (think about how Wikileaks is still around) and warned me to “never put it up again”, which I already knew not to do. The point is, there were things in that 11 point paper that shocked someone powerful enough to wipe the paper off the entire web. I’d like to unleash a few of them to do the job the president doesn’t have the will to do.
If you really want ISIL stopped, I know how to get the job done and how to link up with forces already on the ground (see http://www.cnn.com/2015/10/30/middleeast/randy-roberts-u-s-man-fighting-isis/ ) to create a military projection of power based on advanced, 21st century warfare models that have yet to be seen by any fighting force anywhere.

Marshall didn’t get a response except another fund raising letter from Sekulow, angering Marshall and making him swear that if he ever got the opportunity, he would create an organization that would deploy military aid to refugee populations that were being exterminated by ruthless “bad guys” and turn the tables, with extreme prejudice.

I'm not afraid of either. Give me the time and weapons of my design, I'll wipe 'em out. There's one regret - that I didn't get a chance to do that to ISIL.
